Permits required for drone photography in Portugal
In principle, flying drones is permitted in most places in Portugal, including the Madeira archipelago, without a special permit. However, filming and taking photos with a drone is only permitted if you have a valid permit. Three permits are essential for flying in Portugal, depending on the planned flight route.
Autoridade Aeronáutica Nacional (AAN)
The most important permit you need for drone photography in Portugal is permission from the Autoridade Aeronáutica Nacional, or AAN for short, the national aviation authority. This authority decides whether and where you are allowed to take pictures with your drone.

Autoridade Maritima Nacional (AMN)
The second authority that may be relevant for your drone footage is the Autoridade Marítima Nacional (National Maritime Authority). A valid permit from this authority is required if you want to take drone footage over water. Therefore, if you intend to fly over lakes or along the coastline, you will need permission from the relevant coast guard or national maritime authority in addition to the AAN permit.

Instituto da Conservation da Natureza e das Florestas (ICNF)
For drone footage over nature reserves, national parks or historical sites, the consent of the Instituto da Conservação da Natureza e das Florestas (ICNF) is required.
